Why Testing Pools Target Out Of Competition Windows
Most performance benefit from prohibited substances accrues during training rather than on match day, which is why registered testing pools focus on unannounced testing away from events.

Testing only at competitions would miss most doping, because the substances that build strength do their work weeks earlier. The response is a system of unannounced testing built around athlete location data.
The benefit is created in the training block
Anabolic agents work by increasing the training a body can absorb and recover from. The adaptation persists after the substance has cleared.
An athlete can therefore stop well before an event and compete with the gains while testing clean on the day.
Competition testing catches acute agents such as stimulants, but it is structurally unable to catch the substances that matter most in strength sport.
Registered testing pools define who can be found
Anti-doping organisations designate a pool of athletes required to provide location information, generally chosen by level, ranking and risk assessment of the sport.
Pool members file quarterly whereabouts with an address for overnight stays, training locations and a specified hour each day when they can be located.
Missed tests and filing failures accumulate, and reaching a defined number within a period is itself an anti-doping rule violation carrying a ban.
Unannounced collection is what makes it work
Notice would allow timing of a cycle around a known date, so collection officers arrive without warning and remain with the athlete from notification to sample provision.
Chaperoning is not a courtesy. The interval between being told and providing a sample is the window in which substitution or manipulation is possible.
Testing is deliberately distributed across the calendar, including periods when athletes are away from their teams and least expecting it.
Intelligence directs where tests are spent
Testing capacity is finite, so organisations allocate it using risk assessments of sports, disciplines and individual profiles rather than testing everyone equally.
Inputs include performance trajectory, biological passport data, whereabouts patterns and information received through confidential reporting.
The result is deliberately uneven. An athlete flagged by a profile may be tested many times in a period while another is tested rarely.
The burden on athletes is real and contested
Filing daily availability and remaining reachable imposes a genuine intrusion, particularly on athletes with families or irregular schedules.
Privacy objections have been raised repeatedly, and the systems have been adjusted with mobile filing and shorter mandatory windows in response.
The justification offered is functional rather than moral: without location data, unannounced testing away from competition cannot exist at all.
