How Suspect Bowling Actions Are Tested And Cleared
A bowler reported for a suspect action is measured in a laboratory against an elbow extension limit, and the process separates on-field suspicion from biomechanical assessment.

An umpire cannot rule a bowling action illegal in the way he calls a no-ball for overstepping. The judgement requires measurement, and the process is built to move it off the field.
The rule is expressed as a measured limit
The law prohibits straightening the elbow beyond a defined number of degrees during the delivery swing. Some extension occurs in every action, so a threshold rather than a prohibition is necessary.
The threshold reflects what the naked eye can reliably detect. Below it, an action may look unusual but cannot be distinguished from legal variation by an observer.
Because the rule is numeric, enforcement requires equipment. That single design choice determines the entire structure of the process that follows.
On-field officials report rather than rule
Umpires who suspect an action file a report after the match, naming the bowler and the deliveries concerned. Play is unaffected and the bowler continues to bowl.
This avoids a scenario in which a career-defining judgement is made in real time by an official with one viewing angle and no measurement.
The report triggers an obligation to attend testing within a set period. Failing to attend leads to suspension from bowling by default.
Testing reconstructs the action under controlled conditions
Accredited laboratories place markers on the bowler and record deliveries with high-speed motion capture, calculating elbow angles through the delivery arc.
Bowlers are asked to reproduce their match action, including variations, since a bowler may be legal with one delivery and not another. The specific delivery type matters.
The laboratory reports measured angles rather than a verdict. The governing body applies the threshold and decides on suspension or remedial work.
Remediation and retesting follow a defined path
A bowler over the limit is usually suspended from bowling in international cricket until a remodelled action passes a fresh test.
Remediation is coaching work on the mechanics that produce extension, often involving grip, wrist position and the timing of the arm through the release.
Retesting is on the same protocol, which creates a comparable measurement. Repeated failures within a period trigger longer suspensions.
The laboratory setting is the standing criticism
A bowler in a laboratory is not under match pressure, is bowling in different footwear and is not chasing a wicket in the final over.
Critics argue that actions can drift under fatigue and pressure in ways the test does not capture, so a cleared bowler may still exceed the limit in a match.
Partial answers exist, including in-match monitoring with wearable sensors and reporting based on match footage analysis, but the laboratory measurement remains the decisive step.
